INCENTIVE/FIT:
The best incentive that David could be given is a chance with Teddy. He still holds that Billy doesn’t deserve him and even though Billy warned him off of Teddy, that doesn’t mean he has to stop being friends with Teddy. If he could have a shot at a relationship with the adorably dumb blonde, then he wants it.
Revision
The city administrators offer David the chance to connect with someone on a caring emotional level. He's a rather lonely character at heart and one of the things that makes him want Teddy specifically is the level of care he brings to a relationship. It's this he craves most of all - someone who "gets him" in ways he never thought possible. If he can have this chance in the city, then he would take the opportunity to explore all the city has to offer.

It had been a week since the New Year’s party and he couldn’t get Billy’s words out of his head. He insulted his ego, wounded his pride. Turned what he’d kept secret against him. Fucking prick. Teddy was a damned adult who could make his own decisions - well, most of the time. His kindness was both a blessing and a curse. He needed someone who knew how the world worked to protect that innocent, sweet nature.
David knew how the world worked better than anyone.
He was obsessing over it. Standing alone in his new apartment in NYC (because a mutant hotline in superhero central made sense), staring at himself in the mirror as he finished dressing made him realize that he was fooling himself. There was only one real reason he was here - and that reason was currently in bed with someone else.
He knew everything. It wasn’t arrogance that made him think so. He knew more now than he ever did when he still had his powers. But attraction wasn’t rational and he had long since stopped agonizing over what he should and shouldn’t feel. Being bisexual meant he was attracted to the person. His first serious relationship had been Surge but that had ended poorly. Ted was like a breath of fresh air - he’d never met someone who was genuinely kind without an ulterior motive. David wanted to be around that, he craved it more now that it was denied him. Every cute little Tumblr post or instagram that showed Billy and Teddy just punched him in the stomach more.
Well, he wasn’t going to just sit by and let what he wanted slip by. He knew exactly how to pull Ted away from Kaplan. It was only a matter of time.
David stepped out of his apartment to find a man in dark glasses and a fine tailored suit waiting for him. “Mr. Alleyne?” the man said.
“Yes.”
The man held out a black and grey envelope. David took the envelope and slipped the card out, his mind working faster than the man could speak. He knew exactly what this offer was, exactly the opportunity he was being given. How could he turn it down?
Before the man in the suit could speak, David smiled. “Yes,” he said. The dark glasses hid the man’s expression. He simply nodded his head.
“Thank you, Mr. Alleyne. I’m certain you will find everything to your satisfaction.”
David grinned. “I’m counting on it.”
